New Mexico has a bitter gaming background. When the IGRA was signed by Congress in Nineteen Eighty Nine, it looked like New Mexico would be one of the states to cash in on the Native casino bandwagon. Politics assured that would not be the situation.

The New Mexico governor Bruce King appointed a task force in Nineteen Ninety to negotiate a contract with New Mexico Amerindian bands. When the task force arrived at an agreement with 2 important local bands a year later, Governor King declined to sign the bargain. He held up a deal until 1994.

When a new governor took office in Nineteen Ninety Five, it appeared that American Indian wagering in New Mexico was now a certainty. But when the new Governor passed the contract with the Amerindian bands, anti-wagering forces were able to hold the contract up in courts. A New Mexico court found that Governor Johnson had overstepped his bounds in signing the compact, therefore denying the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It took the Compact Negotiation Act, signed by the New Mexico house, to get the process moving on a full contract between the State of New Mexico and its American Indian bands. A decade had been lost for gaming in New Mexico, which includes American Indian casino Bingo.

The non-profit Bingo industry has gotten bigger since Nineteen Ninety-Nine. That year, New Mexico not for profit game owners acquired just $3,048 in revenues. That climbed to $725,150 in 2000, and exceeded one million dollars in revenues in 2001. Not for profit Bingo revenues have increased constantly since then. Two Thousand and Five saw the biggest year, with $1,233,289 grossed by the operators.

Bingo is categorically beloved in New Mexico. All sorts of providers look for a slice of the pie. With hope, the politicos are done batting over gambling as a key matter like they did back in the 1990’s. That is without doubt hopeful thinking.
